1-In a large bowl, combine the ground beef, chopped onions, bulgur, tomato paste, pepper paste, cumin, black pepper, salt, paprika, and fresh parsley. Mix well until all the ingredients are evenly incorporated.
2-Take a small portion of the mixture and shape it into a small ball, approximately the size of a walnut. Repeat with the remaining mixture to make the köfte balls.
3-Heat vegetable oil in a deep frying pan or pot over medium heat. Carefully place the köfte balls into the hot oil and fry them until they are golden brown and cooked through. Remove them from the oil and set aside on a paper towel-lined plate to drain excess oil.
